The positive ball induces negative charges to accumulate on the side of the isolated conductor closest to the ball, leaving unbalanced positive charges furthest from the ball. When you ground the ball the unbalanced positive charges result in further negative charges flowing from ground onto the conductor. If the charged ball is removed before the ball the negative charges redistribute so the conductor is once again neutral (the negative charges that flowed up from ground run back to ground. If you remove the grounding link BEFORE removing the charged ball the now once again isolated conductor is left with a net negative charge.
