need help with an assignment must answer question with at least 75 words.                                                                                                                                                                                                                         The question is Can a homeland security assessment be realistically established across a broad range of autonomous or semi-autonomous agencies and departments?  Is it desirable to have consistent objectives across different departments and agencies? I think a homeland security assessment can be completed on any agency or department. I don’t all agencies or departments will have or should have the same results or be at similar levels or readiness when it comes to homeland security. There are many departments like NYPD or LAPD where homeland security issues are a real threat and they have their own homeland security units and then there are small departments that have maybe one or two officers that don’t share the same reasons to be at the same level of readiness. I think we in law enforcement should have similar missions, goals, and objectives but again nothing set in concrete because all departments are a little different. More departments need to be ready for homeland security issues because you never know when something can happen weather it is a terrorist attack or an earthquake. I have found throughout this class, there are low cost things that all departments should do to help raise their homeland security readiness such as printing off the information from Ready.gov and make it available to the community. Also, having all departments work in a similar fashion makes it easier for outside agencies to come in and help if there is ever an emergency and mutual aid is needed. I also think if departments work similar, conducting an assessment and finding a target department would also be easier.                                                                                                                                                                                                                                                                                                                                                                            2. State and federal governments seem to operate autonomously, but the key relationships that impact the agencies should be considered (Houston, 2014). One should look at the organizational structure and governance system. Consider the reporting relationships among the executive board and senior leaders. The assessment should consider who the leaders are, what they want, and how they interact with the organization. The level of autonomy of an agency will differ depending on the size of the agency and its level of autonomy. A single owner company or government agency will have a very different outcome than a large, publicly-traded corporation (Houston, 2014). Substantial areas of government operations involve local, state, and federal governments at the same time. Areas of autonomy or single-jurisdiction independence and full discretion are small. Power and influence for any one jurisdiction are significantly limited, and authority patterns involve heavy bargaining with larger jurisdictions and the federal government (Houston, 2014). Smaller government departments and programs continuously aim to increase their budgets and workforce while protecting their autonomy in making decisions concerning their responsibilities (Houston, 2014). Ultimately the responsibility for public safety is a role for local government under American federalism. Based on the flexibility of the homeland security assessment, it can realistically be established across a broad range of autonomous and semi-autonomous agencies. 

Leaders should establish a governing structure and system processes for compliance that can be consistently evaluated and improved upon (Ladich, 2018)). Leaders need to know how to lead and develop people and taught to develop organizational learning and be role models at all levels, so there must be consistent objectives across all departments and agencies. If there is no consistency, the agency will not be able to perform as a World-Class Organization. Consistency in objectives impacts not only the individuals who are trained but the overall performance of the agency (Ladich, 2018). A cohesive system of objectives, goals, and mission statements is important for an agency when undergoing a homeland security assessment. A cohesive system is important because it will help to integrate the efforts of all the components of the agency (Ladich, 2018). The mission statement defines what the agency is about. The objectives and goals are intelligence and information about the agency that should keep the agency secure and resilient across the whole range of the mission areas (Hemme, 2015). A cohesive system of mission statements, objectives, and goals requires a common understanding of purposes. It also requires the different departments to use complementary measures and information for analysis, planning, improvement, and tracking at the organizational level, the process level, and the work level (Hemme, 2015).
